The International Residential Code (IRC R801.3) addresses roof drainage. When gutters are clogged or downspouts discharge at the foundation, hydrostatic pressure builds in surrounding soil and forces water through foundation micro-cracks. Before investing in interior waterproofing: clean gutters, extend downspouts 6-10 feet from the structure, and verify grade slopes away from the foundation at 6 inches per 10 feet (IRC R401.3).
